They are not deliberately blocked, 2013 NOAs do not exist yet. You need 3 years so if you do not have 2010, 2011 and 2012 then according to the current rules you will not qualify. They may change this in April once 2013 NOA's are available.

From what I have read in forums is does seem like newer application are been processed faster! And also depends on your location. I was unfortunate to be stuck in the Winnipeg processing stream. By the time I do my Oath Ceremony at the end of this month, 35 months would have elapsed.

Leolaz, did you end up applying for your parents? I filled in the forms to sponsor my parents from South Africa under the new system. Hopefully its one of the first 5000 correct applications!

Unfortunately not, you need 3 years. "Individuals who seek to sponsor their parents and grandparents and their accompanying family members will be required to demonstrate that they meet the new income threshold for the three consecutive tax years prior to submitting the sponsorship application"

My status We received your application for Canadian citizenship (grant of citizenship) on March 3, 2011. We started processing your application on November 29, 2011. We sent you a notice on April 26, 2013 to appear and write the citizenship test on May 21, 2013 at 9:00 AM. Hope this helps
