You don't get extra points for submitting from Canada or for being in Canada when you get an ITA. Obviously, if you are successful in getting a student visa before your visitor visa expires, you can stay longer.

MapleMadness, I am in the same position with the FBI. They say 14-16 weeks. But meantime my clearance from Slovakia will run out, and that also takes 2 months or more. It's impossible to keep these things current while waiting for EE!

Inside the US, you can often go to a police station and ask them to take the fingerprints. If CIC wants a state report later, they'll let you know, but just start with the FBI. And don't delay - we've been waiting for more than 2 months to get the report back already!
