Been clicking refresh too much on the spreadsheet and forums. Thought I'd share that 3 people from July 2020 Outland have received their AOR1 and someone from Aug 5 2020 Outland called and received a temp file number. It's getting closer!

Ugh! I'm sorry to hear that. What if you re-submit a complete package with the original payment receipt and a cover letter explaining the situation. Worse case they toss out your second application and best case you only lost a few weeks? Would CIC get upset if you did that?
If you call let this group know either way if you receive a temp number or not. I know we have a long wait but it would be great to have the number as confirmation they have it (beyond the FedEx receipt confirmation).

Correspondence/documentation with your mom confirming the living arrangements. Anything that shows your intent to live in Canada like a lease, home purchase, job offer, etc.
You can apply but you have to show intent that you're only visiting and intend to leave. You'll also have to deal with the Covid quarantine protocols as well.
Other threads showing mid-April applicants are getting AOR1 so at least things are moving again. Hopefully they continue to speed up. Inland applicants are nearly up to date on a temp file number so I'm ever hopeful.
My guess based on the fact that, according to the Google spreadsheet linked in the first post, AOR is being sent out for March applicants now. And, the Canadian government is accelerating outland applications that the wait is under 6 months to receive your AOR. No idea how much sooner until...
Yes, you can. But, when you travel you need to show intent to leave (like a return airline tix etc). Keep in mind you'll also need to be able to prove the relationship to enter Canada while the boarder is closed to non-essential travel.

I'm not an expert but I believe your spouse has to have proof they intend to return to the US such as a return plane ticket etc.
Be sure they also have the necessary paperwork to prove the relationship from a Covid entry policy perspective.
