Normally with Inland you aren't allowed to leave the country while the application is processing. Although for emergencies exceptions can be made. The normal processing time for Outland is 12 months although often times it can be less than the 12 months.

Both of those things depends on your individual application and the VO you are assigned to. You can check the Jan-April spreadsheets and see what others at your VO have had for timelines but your individual application may be different. Best thing you can do is just wait it out, keep checking...
