You only need ECA for degrees which you claim points for. Typically this is would include Post grad and Grad. You wouldn't need it for 10 and 10+2.

All CIC needs is proof that you have enough funds to support yourself for the initial months in Canada. Your mortgage is irrelevant to them. If your Proof of Funds is not over 20K then your Bank A details is enough.

Open a CSE and mention the changes.

It could be several things. The degree might not be recognized, the details might not have been sent as per WES' instructions etc. What did the response from WES say? Did you try the free WES evaluation first?

Recheck everything from your end. Are the scores still valid? Did you enter the scores correctly? Have you entered the IELTS details (TRF etc) correctly? If everything looks fine from your end, raise a Case Specific Enquiry (CSE) and CIC will look into it.

PCC is normally valid for 6 months. If you get an ITA within the expiry of your PCC you can use the same.

Unlikely there will be any radical changes, atleast immediately. The first draw by the new govt will be interesting though. I suspect it will be business as usual for the time being with draws being in their normal range of 450+.

Do you have valid IELTS scores and a valid ECA (for education outside Canada)? You will need these two before you can create an EE profile.
