    I would accept this ITA and wait till the 89th day to get the PCC. If you don't have it, then decline the ITA on the 89th day. If you decline the ITA now and stay in the pool, you'll get ITAs for every draw given your score . And I'm not sure how many ITAs one is allowed to decline.

    I believe the PPR emails are sent in batches. I think some GCMS notes have 'group' mentioned and you are probably assigned to a later group. This is with the purview of the local visa office.     TN is not a dual intent visa like H1B. It's meant to be non-immigrant I believe which means a GC cannot be granted when holding that visa.

    All US applications are not processed at Ottowa nowdays. Some are sent to Sydney or Montreal as well. I guess it's a recent change.
