I applied for my certificate at the commissionaires office at 15 Toronto street, it's after the King and Yonge intersection. You have to bring 2 pieces of ID, one with photo. They will fingerprint you, the cost is $ 51 and they will send the certificate to your address. I received mine after 1 week.

No you don't get points for LMIA exempt job.the points are for job or job offer supported by LMIA.
