    Study permit will not be given to part-time programs; that's the law. Most probably, the course you are talking about is for someone who is already doing a full time degree at UofA and can enroll in it as part time while being an international student.

    (1) Any blood-relatives can be your sponsor but other than parents, you will have to provide the reason why he/she is sponsoring you. (2) Well if you don't have any other option, then you can always go for it but its not encouraged. Because this will weaken your country tie.

    UofA is better in ranking and is much more established than UofC. UofC was UofA till they separated themselves to establish individual universities in the two cities. But when you get into job market, you won't see much of a difference since at the end of the day, it will depend on your skill...

    They send you back all the files and your passport in a sealed envelop with the outcome (medical/rejection). After medical is done, you will again have to go to VFS to send back your passport.

    Visa can be extended any time from Canada but you will have to send the passport and other docs to Buffalo or Montana visa office (I am sure about Buffalo but not about Montana through, just heard it from someone thats all).

    College = EXTREMELY low chance of visa Part time certificate course = NO visa International students MUST be full time students. If you want to become part-time student after getting in, your study permit will become invalid and you will be an illegal resident.

    You can change your field if your work experience is related to the new field or you got a very strong ground for supporting the new path (which is very rare).
