It really depends on cases (nationality, personal history) + things happening within CIC. I'd say, on average, you should get by 9th or 10th month from your application date. I wouldn't plan anything important assuming I'll get PR it within 7 months.

Passport return times are inconsistent. It can take from 5 days to few weeks. I'm still waiting for my passport (sent on July 29). Good luck :)

This isn't necessarily true. People from visa exempt countries do not get PPR at all. They directly get their CoPR in the mail. I was referring to a new scenario where some applicants are getting passport photocopy request. CIC then books a landing appointment in a local CIC office and notifies...
