I wonder why they do security checks at a later date and what they check on that again. Is it not the same.

I cannot clearly say an exact timeframe unfortunately. But personally I noticed that they are starting background checks close to 13th month from date of application. I applied on sep 2015. Medical request on July 2015. Background checks not yet started. I know a few of applicants in September...
