I can see you only need 19 points to qualify for a PT interest from OINP when they start sending out PTs again and I think your best bet/fasted option would be improving your language score to at least L8,R7,S7,W7. This would significantly improve your CRS to well above 400.

It is true that no one has received a PT of late but in my opinion, you don't have anything to loose if you create/recreate your profile as long as you have the time to do it especially when its been long you created your profile.
