I don't think it will make any big difference. For instance, CIC decides to issue 3800 ITAs in the next draw, and in the result cut-off goes down to 410. Now there are 200 applicants at 410, but ITA could be issued to 100 applicants only to maintain 3800 limit, so CIC will select 100 most...

For all of those who are seriously thinking to learn French from scratch to earn some extra points while they can easily improve their score with CLB 9 in IELTS.

I think only Bachelor would be fine, however, WES doesn't charge per credential.

One honest piece of advice for everybody, please don't hope for a draw every single Wednesday.

You applied for the re-evaluation of Listening and Writing to get CLB 9? If it is, than you should also prepare yourself for a retest as the chances of improvement in Listening are almost none.
