I tried calling the 1-613 # and it tells me I can't call from "my area." So, once again, it seems I cannot actually speak to anyone from the U.S. This is beyond ridiculous! I will be contacting my local MP at this point. Thank you for your help though. :)

I hear you. I can’t do it either. It’s just one more sign they’ve mixed something up with our application. First they sent me a request for information that doesn’t exist (2017 tax return) and everything I try gets refused because they can’t find our application in the system.

After I moved to the U.S. in 2015, I called the CRA. I believe they sent me the forms. (Maybe you can find them online as well). They then make a determination on your residency status based on the information you provide.
