    No you need to pay it before they can make the request. If you haven't paid it already they will send you an email/letter asking you to pay the fee and then submit the receipt via webform. Only after that will you receive a request for biometrics.

    They rarely stamp your passport anymore, even at a land border, at least for a US citizen. He'll get the default 180 day stay as a visitor, unless the CBSA agent(s) you deal with decide otherwise. The implied status is done as soon as he leaves Canada and doesnt come back.

    While every entry is assessed as a new entry, they will very likely look at a border run differently because, as Canuck previously stated, they don't like people living in Canada as visitors. The extension is the best way to go, it's a good sign to CBSA that you're doing things the correct way.
