I would be careful if I were you, if CIC send you an ITA in the next draw based on your points and then find out you don't have an LMIA I would imagine they'll reject your application, even if the mistake is on their part. It seems likely the numbers CIC were posting on their website were meaningless, they were updated sporadically and were at one point changed completely (reduced), then they disappeared. I don't think we can read too much in to them. The only thing we know at this point is that they stopped...

The cap has not been reached. As canada_cec2410 correctly; points out above, they were processing Sept applications in Dec and there were 3500 left. That doesn't mean CIC can't arbitrarily stop processing applications if they want, but it wont be as a result of the cap being reached for October...
