first of all if she reapplies what are her family ties to her home country when your parents are leaving. why they denied her is because she has no family left in india, shes umarried, the VO assumes shes not going to come back. so i doubt the chances of her approval on the next reapplication...

i applied online for my uncle of july 2, july 3 biometrics letter recieved. july 4 biometrics done. july 5... still waiting...

Don't mention it in your invitation letter but a letter of explanation stating their purpose of visit. They would have to write a separate letter stating their purpose of visit, in that letter they would mention the previous refusal and state why (convincing) the VO to consider their application

Summer is approaching and trv applicants have increased. Congestion or work load might have increased. I suggest you send them a web form on your complaint

If you are still within the normal processing time then I'm sorry nothing can be done, you just have to wait, but if they have exceeded the normal processing time then you can fill a web form on their website

Unfortunately no one can ascertain. But why do you guys make such mistakes by buying tickets before the Visa is granted/issued. You are only advised to book on hold or make reservations just in case. What if your passport came in today and you were refused?.

Press the pause button for now... and reapply later. 3 refusal in succession is very bad so trying again is a red flag and it will raise suspicion by the VO as to your aim in Canada if you reapply again. Chances are you will be denied again. So just relax for now, or try other countries then...
