I think the problem is not with the assessors. When they get the file they have no idea whether it is for PR or temp worker. So they choose one of them. Problem is with the VOs. Instead of sending a mail to to assessor to reassess they are simply rejecting the case. I guess wrng assessement must...

We can see how the language of PPR is different. First one is for outlander and second one is for inlander.

Ottawa office can not do end to end processing considering the passport has to be stamped in the country of residence of the applicant. So somewhere in the processing the Ottawa office has to transfer the file to the local VO. I am pretty sure the PPR are sent by local VOs for outlanders. Also...

Two more PPRs after I made this post. One applied Jun end and other July beginning and both outlanders... I think outlanders will continue getting PPR in coming weeks. Inlandlers just need to seat tight:-)
