    Do you mean start the process of obtaining it? It's recommended you start that process before you even submit your application so that you will have the certificate ready to submit when they request it. Depending on your country, it can take a long time to obtain.

    Yes, I just received a refund for my postage. I sent my app on 4/24, guaranteed delivery date was 4/25, and it was not marked as delivered until 5/1. You have to go on the Canada Post website and file a ticket.

    My application was returned twice. The first time, I received it back 2 weeks after sending it in. The second time, I received it back almost a full month after sending it in. This was within Canada.
