    No. They will not refuse you again just because you underline some phrases in your SOP. However, I imagine you understand that if there is no changes in your application beside a new SOP, then the chance to get approved to closer to 0.

    Doing a PG Diploma after having an MBA and 9 years of work experience doesn't make much sense. A PG Diploma is much less valuable then a MBA and then 9 years experience. Your IELTS score can also be improved.

    You dont need official transcripts to apply for PGWP. https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/work/after-graduation/apply.html I applied with unofficial transcript in January and got approval.
