for temporary resident visa, you can't appeal. but you can re-apply by providing the documents which were missing. for example, you can show some documents demonstrating your investment in your country of residence. For any TRV, they need a proof that you will come back as soon as your visa expires.

you still have time to apply for fall 2013 intake. i guess, most of the universities accept applications of international students for fall semester by mid of january. Moreover, More of the programs are open in fall semester than of winter semester.

@RNK, i applied last year. We were not required. Secondly, cic website haven't mentioned anything. they says 'if applicable' (in case of any 'yes' on the selected columns in main application for study permit)
