Don't know about cancelling visa application process but standard refund charges of canada colleges is 500$, Visit your college website and check refund policy. you will exact details.

Accommodation details are not mandotary. It will not affect your case in anyway.

All most all colleges will refund full amount if you show them proof that you visa has been rejected and if you wants to cancel it than you will get 500$ less from the total fee you paid
