Yeah, it was taking 6-8 weeks for AOR1 at Mississauga Canada office but now is taking 90-100 days for AOR1 at new Sydney Canada office for everyone.

Options would be to get married or work out a visa in either country where you can live together for 12 consecutive months and apply under common law

Unfortunately I don’t think you are eligible for conjugal because you can technically get married in Canada. Conjugal are for people who have been denied a visitor visa in Canada and who are not legally allowed to marry in their home country.

Similar question, we were thinking of doing some travel after COPR. If partner is from a visa exempt country, do we need to get the above PRTD to come back into the country?

My partner had same problem so he made his home address his parents place during his travels on the form (he traveled for almost a year) because his mail was still going there and he stayed with his parents after he travelled while he looked for somewhere to live.

You should have a real wedding ceremony with lots of pictures and the wedding needs to meet both cultures expectations of what a wedding should be. Make sure her immediate family is at the wedding at the very least - parents, sisters and brothers, your family. And they need to be in the photos...
