A simple example would help. Let's say I arrived in Canada in February 2012 and got my PR in 2014. I become eligible to apply for citizenship in February 2018 assuming that I stay in Canada for more than 6 months in 2014, 2015, 2016, and in 2017.

Yes that's correct. This was before the new rules got implemented. They were not required to open the test score and check if scores are above or below the passing marks.
