I think you will be safe ..make it ASAP even a single day delay is a big delay..

There is no harm in applying.. 2171 lags behind 2173.. Apply in that.. Try to get WES ECA report soon as it is a long process in itself. If you can get IELTS date sooner is some other city please do that .. you may still squeeze in your application (NOC 2171) within October if you manage IELTS...

Till today (Sep'17).., first month accumulated the maximum applications...and submission slowed down marginally during subsequent months..

My guess : ~ 3 * 272 = 816 as we speak ..

You can order additional WES report and request British Council / IDP for additional IELTS Report for fresh application as an alternate

NOC 2171 is slower than 2173, make sure your reference letter matches with the NOC job respnsibilites

Sorry for the mistake in understanding , you don't need to get a new PCC if your certificate doesn't expire when it would be required / requested for submission by the Visa Office...

you mean June 2013 ? you can't use last year's PCC. you need to get a new PCC , mostly the PCC issued has a validity of 6 to 12 months depending on the country.

Its better to take a reference letter from your current employer even if you have few responsibilities matching your NOC to strengthen your case (application)
