    It is normal. It will take time. You need to figure out the current processing timelines. When your turn comes, they will charge your credit card. That's the way you know they have started working on your application. After that, it doesn't take much time to get the certificate.

    Why don't you contact the local police and ask to how to contact the government finger printing agency. They should be able to help. PS: I am NOT from Sri Lanka but that's how I got mine done in my country.

    How to get FBI PCC from India?

    I got it done from the government finger print bureau(Kerala). Fee was Rs.1000/- which had to be paid at the government treasury. You could locate the one in your city/town and get it done that way to avoid risk.
