Why not? if she can prove her connections back home (assets or family ties) and her intention to return, she will not have an issue. You guys can send a letter of invitation and undertaking.

Wonder why would you choose Montreal as your port of entry if you are heading to Toronto. You should take serious considerations on the journey time and lay over's and even risking your connection from Montreal to YYZ? 2hours of layover for the immigration formalities definitely looks too...
