No , you need to print that letter , book appointment and go VAC to give biometrics. Appears CIC have not update this on the account. Visa can be issued an it still says the same thing. However the biometrics valid for 10 years. And it will appear on top right hand side of your CIC account.

How do you know that the visa office received the Biometrics ? Because it was uploaded to CIC account ? Or they sent a confirmation ?
