If you can get supporting documents for NOC 2172, then by all means apply through it. Right now its almost impossible to know the status of any of the hot NOCs due to the delayed cap update. 2172 is the safest of all IT NOCs, so you would be safe if you submit anytime this year. Best of luck!

That means CIC had checked all apps until July 4th for completeness by October 10th (last time they updated the cap), which would mean they checked all apps from then up until early September (as per our assumption based on latest known rejection) in 25 days? That sounds extremely fast to me...
