Sheryar, Brother it is a document of 2008, from then things have changed significantly.. My brother applied in 2010, it was written clearly in the checklist that one can submit the LOA with any conditions mentioned on it.. But in 2012 if you will check the checklist it is written UNCONDITIONAL....
