the processing will start from the day CIC receive complete application. So it will start from the beginning. It shouldn't take 55 days to reach to you. tell your consultant to contact with cic.

medical is valid for one year only. since your medical expired in jan 2013 they requested it again. hopefully you will hear from them soon now.
