There actually are Outland offices that take twice as long as inland. Also I know inland applicants tgat were done within 9 months as well. It depends not only on visa office. There are many factors involved

For alberta without ee you have to have a job with lmia and work for the same employer 6 months before you can apply. Most streams re we uire you stay with same employer until pr. Due to oil crisis almost no company in alberta has lmia to hire immigrants. Alberta I am sure is no option for you...

As far as I know you have to be employed with the company since 6 months before you can apply for ainp. You also have to stay employed with sane employer during whole ainp and pr process if you apply employer driven stream.

No one can tell you how long it will take. Some long haul driver get ainp within 7 months and others I know waited for 15 months. There is no fixed time for it. It takes as long as it takes. There is no rule about time frames nor do they have to process an application. It is different from case...

All applicants older than 18 need pcc ! Nothing new , it was like this always. As of course they do jot only check principal applicants history but also all depends.
