They are working. The officers that do work an refugees are a different department. I know of several people that had requests for additional documents etc. This would not be the case if they did not work on the pr applications. It is not true that due to refugees the pr process is delayed.

I know of people that did not get ppr and it was 14 months after they applied when they got copr

Not sure if this is accurate but I read that visa exempt country applicanrs do nor receive ppr if they have sent passport copy and pictures with their application. They get copr without ppr

I am wondering if it is based mixed on country of origin ( some respond quicker to cic inquiries than others I bet ) , the officer handling your file and occupation and number of dependants?

I highly doubt those were ee. As ee does not take 12 months and longer. The people that got ppr were june , July , august and 1 September 2015 applicants

I am pretty sure that you can not go on ei while pr is being processed as pnp with closed work permit as the permit is tied to the employer and so is the pr application. So ei is not an option
