I was nominated from OINP. My AOR was 30-Dec-2016 and I got my PPR on 06-March-2017. As suggested by OINP WhatsApp group members most of us have uploaded our nomination certificate combining it with the LOE.

As you can see so many people got PPR letter that says not to upload photos and passport into MyCIC account in red text. I say we give it 20 days before we take any action. This could be SGVO specific thing only and the upload may not be required after all.
