I just uploaded it as there's a deadline date (my case is on March 30th).
Once uploaded is done, the sentence "your action is required" will be replaced by "submitted".

Passport still waiting though.

Guys, great news! The mystery of the "Replacement Needed" upload button in MyCic account after getting PPR has now been solved.

After searching for over a week and discussing with many fellow applicants with same situation, we were able to make a ground breaking discovery in the DEC AOR WhatsApp group.

It turns out this field is only applicable for the applicants who are from Visa Exempted Nation. Such applicants do not have to send the physical copy of their passport to their designated Visa office. They can simply upload them to their MyCic account. The applicants who are not from Visa Exempted nation such as myself, need to send the physical copy of their passport to the Visa office. This is why my PPR letter said it in red text not to upload photo and passport.

One of the WhatsApp group members shared his PPR letter from LVO, which had the exact clue that we have been looking for. SGVO was more direct on the instruction rather than explaining it.

Therefore, case is closed. Those who are from Visa Exempted nation can now simply ignore the replacement needed field and relax soon after you send the physical copy of your passport to your designated Visa office.

Thank you everyone who participated in the discussion process and helped to reach a conclusion.

As you can see so many people got PPR letter that says not to upload photos and passport into MyCIC account in red text. I say we give it 20 days before we take any action. This could be SGVO specific thing only and the upload may not be required after all.
I've got those empty slots too for the passport and photos and I didn't uploaded them. But my application status still changed to "approved" today, so I don't think you need to upload them. I still haven't gotten my passport back though and my VFS tracker still says it's being processed.

Hey congratulations for getting your application approved. COPR is not so far away from you. Could you please share your timeline? AOR, PPR, Passport Submission Date, etc.? Did you receive any email notification before your MyCiC application was approved?

I dropped mine off at VFS on March 2. Got an email the same day with the tracker.

Fingers crossed. Not having my passport with me makes me nervous!
I didn't get any notification in my email. I check the CIC website every couple of days so saw it when I logged in. I've seen some people have gotten COPR in 2-3 weeks from SGVO but that may have been before the recent slew of PPRs, so they may take a bit longer now I think.
My timeline below:
E-APR/AOR: Nov. 8, 2016
Medical passed: Nov. 15, 2016
Requests for SG/Japan PCCs: Nov. 21
Submitted SG PCC: Dec. 20
Submitted Japan PCC: Jan. 10
BG in Progress (from not started): Feb. 28
PPR: March 1
Application approved: March 21
COPR: waiting
Good luck to everyone waiting!

Submitted pp March 2. And an update: I got an email today from CIC notifying me about an update to my application, which was the approval I saw yesterday on the website. And my tracker says SGVO sent my passport to VFS today.
All the best to you too!
