I only mentioned that I know a neighbor from my home country and who is also a family friend and currently living in Toronto. All he had done was writing a letter saying the same and got it notarized. In addition, he sent me a notarized photocopy of his passport.

The all time lowest was 434. If you have time in your hand, I would suggest you to wait a bit. You may also try to improve your IELTS if possible for an additional boost to your score.

You were lucky to have your Master Degree recognized by WES. It will be really unfortunate if you do not take the opportunity. I suggest that you take time to improve your basic English and then study hard for IELTS. A good IELTS score may be able to get you a direct ITA.

Yes, my bank solvency certificate only mentioned the balance on the day the letter was issued. It's fine if it's issue 10 or 12 days prior to e-Apr submission.

It's fine if you have photocopy. You can use that copy to translate and notarized. IMHO only letter of explanation should be fine, but the photocopy and the translated notarized copy will work as supporting document (they are not mandatory).

Your Bank certificate and Bank Statement should work fine. You do not have to mention average balance in the solvency certificate.
