Relax guys...this is not the updated list yet. As you can see on the title (when you click on the link), that was for months of March to June 2013 and at the bottom you can see the date of modification which was March 27, 2013...So chill out and let's keep an eye on the UPDATED list of missions...

Yes you can fill your application by hand. However, i personally suggest you fill it out electronically as it will be more visible and clear to read compared to handwriting (unless you have a very neat penmanship ;) ). This is what the guide to filling up forms suggested as well in CIC's...

I don't understand why they insist on the french test (probably either you didn't tick the box or you lack the required points). I think its impossible for you to submit french test result before july 31. So when you fill up the forms again, be sure to tick the box that you are not submitting...
