That's only on the federal stage, it does not include the CSQ part yet which takes more time. As soon as we receive the certificate on CSQ stage and submitted the application to federal, that's the time to count the timeframe of 7 months (Philippines).

Yes there is a difference with the two programs not only in their rules and regulations but also the the caps they designate to each category. The link you posted above is just an old article describing the pace of both programs and seems like on that date december 2013 (based on the artilce)...

Are you talking about QSW? Because the link you posted is about FSW.

The new cap which is effective April 1 is not solely for asians. It's for everyone who will submit application for QSW program.

I guess by April 1 effective na yung new cap which is 6500, so regardless na fill yung cap na 20,000 or hindi for March, i think they will apply the 6500 cap by April 1 for those na wala pang AOR. Let's just wait because they might release new info regarding the details by the end of this month...
