If you are just starting, then with the perfect plan and execution, you should be able to do it under 1 year. The problem usually is like the native above or me, we prepare too much for one...

Meanwhile, I wonder if I should write to CIC instead of dealing with ICES. Of course, they already see that I haven't used the degree. I wonder how serious of an issue this is.

IP1 background check is not started.
IP2 background check is being processed.
The change from 1 to 2 seem to happen for outland applicants. Most of inlands (I am just guesstimating since I am an inland) get IP2 right away. I have also seen cases going IP2>>IP1>>IP2.
Try to make all documents exactly the way they ask, put as many responisibilities as possible in the employment letter, color scan, police certificate from everywhere. The rest is not up to you.
