Think they just do a standard message to make people not bother holding sometimes. The longest wait my employer has had is 10 minutes.

Don't lose hope! They clearly state that the job has to be advertised on job bank (or equivalent for province) until a decision is made by SC. Check the expiry date on job bank if it has expired then they can use that against you if they want, but it may just be an excuse.

If you are just looking at getting an IEC visa then I wouldn't bother using an immigration lawyer or consultancy service many people do this without using one.

I don't think it's a issue for your employer or you to worry about. I remember seeing the form and I was like are they giving me a pay cut after this process due to costs or something and they said no, it's just they thought it should match the job ad. I don't think it says anywhere it has to.
