no you can't get work permit unless your finish your program . if you would have enrolled in 1 year program means 2 sem . than you can get 1 year work permit .....

if you change college , you have to inform CIC but if you are just changing your program and student Number is same ......i don't think you need to inform ..... But not 100 % confirm on this ....

This college is very busy at this time, because they accept low Ielts score . they put offer letters on hold because lots of people applying in this college at this time . August 1 is the last date to apply for September batch . You can just pray for now . Good Luck :)
