it doesnt matter actually whether your experience was gained on pgwp. If you are working full time and studying, your experience will not count towards CEC. I know this because I almost fell into that trap

This may sound harsh but its not the fault of the visa officer. One email on you part could have solved this a long time ago. Dont waste money on a lawyer, learn from your mistake and reapply

I feel like employees should be able to sue companies for this. This lackadaisical attitude on the path of the employers is so annoying. One spend years making the company money and they wont give you just a piece of paper that is not gonna hurt anyone. Its not like you're asking for a raise.
