No this will not be an issue , English is enough, If your birth certificate is in native language you should have to send original translation certificate in English to CIC. In your case, you are perfectly safe.

I don't think so, Based on previous experience of NOC 2174 and 1112(No charges after these NOC got capped), CIC have done the completeness check and CC/DD charge together

I think your NOC is 3012, if it so, you might be placed in the CAP1000, But the chances are 50-50 Please check with Seniors,
