Most likely. The system should now warn people trying to submit applications that the cap has been reached. Still, all applications accepted need to undergo review by SINP. If applications are deemed incomplete, those will free up some slots allowing more people to try and submit new applications.

I just got a strange error while trying to submit. It said that the threshold for 2014 has been reached and my application cannot be sent due to that. Please try again on january 2nd, from 8am (CST). May that means they are still updating their server to the new thresholds.
