The two essentially mean the same thing and you would be answering the question. I don't think you would have a problem using either as they are both listed as suggested specific answers on official documents. "Not Applicable", however, could be taken to mean that you are saying the question...

The option to do that is listed by WES for India and Pakistan. Even then the transcript has to be in a sealed official envelope not just an old transcript.
