What CIC cares about is that the applicant doesn't have some infectious hard disease or that the one won't be a burden to the healthcare system.

There is no pattern. There are too many factors included which affect it, like visa office, stream, officer who assess the application, if the file was sent to another visa office for workload distribution, applicant's travel history, country of citizenship etcetc. That's why you didn't get any...

In general, people have been getting PPR (after their BG check turned in progress second time) anytime after 3 days to 2 months.

I see, and thanks for quick reply. IMO It would be a good idea to send a CSE and explain the things again. After all, it may trigger that somebody actually starts working on your file again. As vzoo said, you shouldn't worry too much, since senior officers have more experience and knowledge...

If I would be you, yes, I would raise a CSE and politely explain their concerns. What is your visa office? What did indicate a delay comparing to the others? I mean, none of us CECers didn't really progress...
