From what I understand, you would not need one. Further to that - the system may not even allow it given the COPR would be linked to the passport number. Of course, you could on the safe side try to apply for one if you wanted to be sure.

If there is no extreme reason for you to have to apply inland, you should apply outland. It is much much faster, and being that you are British you can visit your spouse anytime during the application process anyway. Check the specific threads for your visa office for an idea of the timeline...
