The reality for now is that she didnt get visa, she came to know about the result when her passport came, before it she got some mails and got congratulations from members here , anyways what type of cover letter we are talking about ? have you looked general category checklist ? TY

if you applied for study permit with all the documents listed in the checklist then you are good to go , dont worry about PCC now, I told you that its needed only when you apply to work permit in canada, well about background check embassy have their different ways to do background check like...
