That is true, but still notarized copies are more valid than plain photocopies. Atleast it is belief that they have been checked by government officer ( whether he checks or not doesnt matter ). & worldwide, people recognize and accept them so we have to consider this FAKE procedure as a GENUINE...

I think you will get 2 or 3 yr work permit after 2 yr study but it should be in same field.....Still wait for more opinions.....frequently rules are changing so not so sure about it.

Resume is not necessary.....All notarized marksheets are mandatory....anyone can photoshop figures in marksheet and make photocopies..... thats why they demand notarized marksheets....
