I would advise you to explore a few threads from Sep 2013 to Dec 2013 applicants. You will get a whiff of what's happening & what most of us are going through. To your questions, i doubt anybody has correct answers. In the forums, you'll come across cases where everything, after RPRF happened...

We have had many theories in the recent past....summers...vacations...PR numbers getting over for the year.....blah blah blah stop theorizing unless you have official source of information.
