For PCC- you can apply now and get it ready even before they ask for it. For Medical- you need to wait until they send you email and request for it. You will also receive medical request form when they request for it, which is mandatory to get medical done.

Yes you can use that same POF. Expiry will not be an issue. Max what can happen is, in later stages in your VO processing they may ask for POF again... you can show that money in other account as well (its just that money should be in name of principal or accompanying applicant name) Not an issue.
